Alliance Business Plan

Alliance will develop a comprehensive vision and strategy to address household cooking energy issues at scale. It will also work to ensure a community of aligned and cohesive stakeholders whose actions will enable markets globally and in priority countries.

Alliance will enable markets through a combination of global, public good interventions (research, standards, testing, raising awareness, advocacy and knowledge sharing) as well as targeted innovation and capacity building support for enterprises along the value chain.

Alliance has taken a portfolio approach to prioritizing its countries with consideration to size, impact, market maturity, innovation, need and partner commitment. Initial set of priority countries include Bangladesh, China, Ghana, Kenya, Nigeria and Uganda. It is likely that the Alliance will add up to an additional four countries from the following – Cambodia, Ethiopia, Guatemala, India, Indonesia, Mexico, Nepal, Peru, Rwanda, Tanzania and Vietnam.

Alliance will carefully utilize public and private grant funding to leverage substantial investment capital , likely $3.5b annually through 2030 to ensure full and universal adoption.

Alliance has a three phased approach and strategy to achieve its goals of 100m by the year 2020, with the scaling up of production and adoption likely to begin in Phase 2 and continue with steep trajectory in Phase 3.

Alliance will have a small Secretariat of dedicated staff members, an Advisory Council to support strategic direction of the Alliance, a Leadership Council to ensure that the issue and its resourcing remain a priority at the global level and Ambassadors to communicate the message to target audiences.

Alliance will routinely measure its progress against a Balanced Score Card and adjust its strategies accordingly.

Stove Performance Inventory

Across the sector, there has been widespread consensus on the need for a comprehensive and transparent understanding of how current technologies and fuels perform in the laboratory and field. Building from this aspiration and several recommendations from the Alliance working group process (Standards and Testing, Monitoring and Evaluation, Climate, and Carbon Finance), the Alliance has released a detailed inventory of stove and fuel performance, including emissions, indoor air pollution, efficiency, fuel use, and other metrics from a range of laboratory- and field-based protocols.

This Stove Performance Inventory, developed by the Berkeley Air Monitoring Group in partnership with the Alliance, contains data from over 600 sets of performance tests. A detailed report is available in the Resources section of the Alliance’s website, which describes:

• The stove and fuel types and geographical regions included in the inventory;
• Systematic survey process;
• Database framework;
• Analysis of the data; and
• Implications for international guidelines and standards, the carbon finance market, and the Alliance’s goals.

Cleaner Hearths, Better Homes

For people in developed countries, burning fuelwood in an open hearth evokes nostalgia and romance. But in developing countries, the harsh reality is that several billion people, mainly women and children, face long hours collecting fuelwood, which is burned inefficiently in traditional biomass stoves. Th e smoke emitted into their homes exposes them to pollution levels 10–20 times higher than the maximum standards considered safe in developed countries. And the problem is not out of the ordinary. The majority of people in developing countries at present cannot aff ord the transition to modern fuels. Today, close to one half of the world’s people still depend on biomass energy to meet their cooking and heating needs. To be sure, the term ‘hearth’ in developed countries connotes feelings of warmth and closeness of families. In fact, many people in developed countries still use firewood for ambiance and to heat their living rooms or even entire homes, sometimes in state-of-the-art, high-efficiency stoves. In the developed world, wood-burning stoves and fireplaces are tested and approved by various agencies responsible for ensuring that appliances meet strict safety standards. Even before the twentieth-century transition from coal-burning and biomass stoves to gas and electricity, public agencies in developed countries often insisted on major retrofits for original cooking and heating systems to meet fire and pollution codes. The implication for developing countries is that, even without making a complete transition to electricity, kerosene, or Liquefied Petroleum Gas (LPG) or other various types of cooking gases, there are intermediate options for eliminating human drudgery and indoor air pollution.

Energising communities in Ethiopia

The vast majority of Ethiopians have no access to modern energy sources. They cook on three stone fires, and light their houses with smoky kerosene lamps. The health posts they visit lack the equipment to perform reliable diagnosis and their children cannot do their homework in the evenings. The lack of access to energy impedes people’s chances to prosperity and development. Energising Development Ethiopia aims to overcome these barriers. Over the past six years, it has electrified households, small businesses, health centres and social institutions. Furthermore, it has enhanced the production and sales of improved fuel saving cooking stoves for households and institutions. This brochure is a showcase of Energising Development Ethiopia. It illustrates what the programme has accomplished since its inception in 2006. Moreover, it explains how communities work to achieve lasting results. The showcase Ethiopia consists of three separate but related stories. The first piece illustrates how the program is changing Ethiopians’ daily lives. The second story demonstrates how Ethiopian communities take responsibility for local energy projects. The third story proves the importance of building local markets for energy products to increase the programme’s outreach. Above all, this showcase tells the story of parents, nurses, farmers, and local entrepreneurs who have seen their lives changed, or hope to see their lives changed, with the advancement of modern energy in their lives. By presenting the story of Energising Development Ethiopia, this showcase hopes to inform and inspire policy makers, development experts and an interested general public. The Ethiopian experiences could serve as guidelines, examples and food for thought for everyone who intent to embark on energy projects in developing countries.

Dynamic market for improved cooking devices in Kenya

EnDev Kenya has initiated a dynamic market for improved cooking devices with over 1.3 million disseminated stoves. This massive output remendously reduces health hazards and the pressure on forests. Forests are vital to Kenyan society. 77 percent of the country’s primary energy supply is based on traditional biomass, mainly wood. Kenyan forests are also important groundwater distillation areas. Moreover, the East-African country produces 70 percent of its electricity with water. The forest cover has declined to a low of 1.7 percent, however. This is by far under the global recommended cover of ten percent. One important reason for deforestation is the massive use of firewood for cooking which has also been driven by the rapidly growing population. Due to the huge demand, the supply of wood energy is not sustainable. The country consumes much more firewood than nature is producing. This excessive consumption leads to further deforestation, which in turn aggravates land degradation and droughts. Consequently, firewood consumption has to decline on a large scale. Modern stoves can save up to 70 percent of wood fuel in comparison to open fires. What is more, efficient stoves save lives since they provide almost smokeless cooking. After all, the acrid smoke of inefficient cooking with biomass and coal is responsible for the death of nearly two million people each year according to the World Health Organization. These have been good reasons for promoting improved cooking devices and for establishing Energising Development Kenya. The project started in November 2005 and is part of the ongoing global German-Dutch-Norwegian Energy Partnership programme, Energising Development (EnDev). The project promotes access to modern energy, including efficient cooking energy. The intention of the Kenyan programme is to develop a sustainable market for modern cooking devices. This is done through the support of sustainable production and marketing of improved cook stoves. The purpose is to develop a sustainable market for modern cooking devices. The approach has been very successful. But what are the reasons for this success? What are the key elements of the approach? Which lessons can be learned? What are the achievements since November 2005? This report details the required preconditions, discusses the methods used and provides an outlook. The aim is not only to deliver the facts and methods but also to provide an inside view into Kenyan kitchens, to portray various people and to show how they became part of the solution.

The Health Consequences of Indoor Air Pollution: A Review of the Solutions and Challenges

Indoor Air Pollution from solid fuel usage kills 2 million people annually. These deaths are primarily concentrated in low and lower-middle income countries. While many countries have reduced their population’s reliance on solid fuels, low income countries with limited economic growth and/or Sub-Saharan African countries have seen large increases between 2000 and 2010 of 45% and 31% in their populations’ exposures, respectively. Targeted policies to transition populations to cleaner, modern fuels that take into account specific country contexts are needed to avoid leaving behind these populations. Liquefied Petroleum Gas provides one clean alternative, though the higher initial costs may be a barrier in some markets. More research is needed to understand the appropriateness of policies given the health, economic and environmental tradeoffs among the fuel alternatives.
